Performance Measurement & Benchmarking of MSW Facilities & Services

Jeremy O'Brien, PE, Director of Applied Research, SWANA

How we measure and compare the effectiveness of our solid waste systems and services is important.

Benchmarking - an activity that is widely used to improve performance and reduce costs - seeks to answer two questions: "How well are we doing?" and "How can we do better?"

The first question can be answered by comparing the costs and performance levels of a solid waste service to similar services provided by other organizations. The catch is that the comparison is only useful if it's done on an "apples-to-apples" basis.

Since its inception 12 years ago, the Foundation has conducted a number of benchmarking projects and exercises for collection services, recycling systems, waste-to-energy facilities and landfills. In this webinar, Mr. O'Brien will present key findings and highlights from these projects. The seminar will conclude with a discussion of benchmarking parameters that are not being tracked now but could be used in the future to improve the performance of our systems and services.

The SWANA Applied Research Foundation plays three important roles in the benchmarking of solid waste systems and services. First, it provide clear and concise definitions of performance parameters that are of importance and should be tracked. Second, it serves as a repository of industry performance and cost data that can be used to conduct benchmarking studies. Finally, it produces timely benchmarking reports on specific systems and services.
